Meanwhile, PADD 4, the Rocky  Petroleum Administration for Defense District (PADD) 1 refinery utilization in 2007 was 86%, but as a result of the economic recession, utilization dropped to 68%

Prior to December 2015, crude oil exports were restricted to: (1) crude oil derived from fields under the State waters of Cook Inlet of Alaska; (2) Alaskan North Slope crude oil; (3) certain domestically produced crude oil destined for Canada; (4) shipments to U.S. territories; and (5) California crude oil to Pacific Rim countries. For example, the PADD data shows that half the nation’s refineries are located in the Gulf Coast region. The East Coast uses over 5 million gallons of oil every day, over half of which comes from the Gulf Coast. Fuel wholesalers and retailers need to understand how fuel moves within the country. CORRIDOR BELLE FOURCHE Referring to barrels of oil sent from one PADD to another or which PADD uses certain fuel types for home heating  allows for a useful shorthand for regions of the United States and their energy related statistics. The lowest PADD 3 refinery runs occur in September and October with 95 percent and 94 percent utilization rates, respectively, with offline volumes in the range of 430,000 bpd to 535,000 bpd, according to Genscape’s Crude Oil Runs Forecast. For example, following the crude supply in PADDs 2 and 3 are the most important to crude prices because they contain the largest number of refineries. Heating oil demand is mostly concentrated in PADD 1, making that the region to look at when investigating heating oil prices. Commercial crude oil inventories decreased by just 282,000 barrels last week, much less than was expected. The West Coast (PADD 5) saw a drop of over 1 million barrels while the Gulf Coast (PADD 3) decreased almost 800,000 barrels. All other PADDs saw a slight build.

Phillips 66’s Bayway refinery in New Jersey imported Angolan Hungo crude oil at the beginning of January. US imports of Angolan crude have declined significantly from 2017. Back then, PADD 1 was a consistent importer of Angolan crude, but imports to that region have declined significantly. The most consistent regional importer now is PADD 5. The famous Field of Dreams misquote “If you build it, they will come” certainly has proved true for the midstream companies that added a record 18.7 MMbbl of crude oil storage capacity in PADD 2 in late 2015 and early 2016. During that six-month period, crude inventories in PADD 2 blasted 24.4 MMbbl higher to a record 155.6 MMbbl. Things changed, though. New southbound crude pipelines out of the Bakken came online, the ban on most crude exports was lifted — providing a new outlet for Texas crude production — and the economic rationale for railing or shipping in domestic crude to PADD 1 refineries withered. Now, things have changed again. The nexus of East Coast refineries’ crude supply, including CBR from North Dakota (PADD 2) to PADD 1 refineries, and shipments of Eagle Ford, Permian and other light, sweet crude from the Gulf Coast to PADD 1, has been a frequent topic in the RBN blogosphere — especially in the early years of the Shale Era. PADD II has a large coking capacity, which means its refineries can process heavy crude oil, like that from Canada. Canadian crude oil exports to PADD II are transported primarily on the Keystone pipeline system, the Enbridge Mainline, and the Express Pipeline, which connects the Platte pipeline in Wyoming.

16 Mar 2017 Shipments of crude oil by rail from the Midwest (PADD 2) to the East Coast ( PADD 1) accounted for 77% of the decline, dropping an average of
